There is zero chance I would buy a used PSU. The risk is too great. Vid cards would have to be fire sale pricing to get used or from someone I really trusted.

Oh yah, should have mentioned that one too. All of the actual PSUs that I have are used, but they were in a working build and the such. Last time I bought a cheapo RX 570 it was used for mining and the fan on it died after sounding like a low rider flying down a hill in San Fransisco. I'd suppose the cheapo display adapter cards will probably not be as bad as the more expensive ones.
