I thought you were supposed to leave the temp the same for lockdown, just up the humidity...so I'd say shoot for what you've been keeping them at.
As for the type of 'bator...if there's a fan, it's a forced air; if no fan, then it's a still air. (I think...someone correct me if I'm wrong).
With a still-air the temp is supposed to be kept higher, 101.5/102. If yours is a still air and you've kept the temp 99.1-99.5 then maybe they'll just hatch a little late.
