Temp varying?

I have two questions:

1. I made a "faux egg" (plastic egg with a water balloon inside) that I stuck the probe in. It is showing 99.3 with the light on. But, the air temp inside the bator is showing 102. Is this ok, or do I need to adjust something?

2. My temp drops to around 98.7 before the light comes back on. Is this ok? I wanted to be able to set my eggs today, but not sure if I should.

I've been fiddling with the temp for like 3 days now, and this is as close I as I can get.

What kind of incubator is it? I have no experience with a still air one.

Clever idea on the faux egg!
 
It is a homemade bator made from a styrofoam "box" that we had from a food delivery. I have a light bulb for heat, pc fan for well, the fan

, and a cooling rack instead of hardware cloth.

Glad to hear that will work, off to set my eggs! I'm so excited!
