Now that would be a certain way to shrink the size of the community!
My Internet provider offers only 1 Mbit upstream and there is no alternative available here - apart from running to the top of the mountain and use the mobile data connection.
A web-site should not limit its users because of their lower bandwidth.
Apart from that i don't have any issues with images since the new version went life.

Looks like this one uploaded correctly. So it probably is file size.
I remember receiving a "this image is too large" or similar message when i tried to upload a full 180° panoramic picture once. But i got a clear message about what was the issue, not any weird behaviour.

I worked on a project once that shunned users with slow connections. It was a government agency's site and they could do that, they have no competition to deal with.
 
Regarding the uploading image problem... IMO, I think it's best to encourage people to find a solution that does not involve getting them to resize photos. With all of the photo contests we do, members really need to be able to upload a large file.

They don't need to upload files that are bigger than what BYC will resize it to. Not all software is equal. I prefer to do any resizing myself than leave it to someone else.

The majority of people will not know how to resize to what BYC resizes to.
