Quail of any breed fall under a game bird breeder permit. Its less than $30/annually for less than 1000 birds. $186 for more than 1000 birds. Quail of any breed fall under this license. You can get it from the Texas parks and wildlife website. Or google Texas game bird breeder permit. As long as you have that, you can have quail. If you don't have that, and you get audited, you stand losing all of your birds and a hefty fine.
Do they come out and inspect?
 
You can raise any of the Japanese or European breeds of Quail such as Coturnix, Button or my favorite, the Texas A&M Whites without a TPWD license. I will tell you that quail are more work, more worry, stress quicker and are much more expensive to raise for meat and eggs than chickens. JMHO

About your flock, What do you have? Are they laying yet? have you done the store vs home egg test? just crack an egg from your hens next to an egg from the store and you will NEVER buy another egg from a store again! I have also read that by the time an egg reaches the store it is already about 90 days old. ?hmmm sounds yummy to me

Oh yes... We don't ever enable anyone... LMAO! Poultry math is terrible! I started with 2 ducks and now have 5 ducks and 3 chicks. Chicken math is very real.

Kinda funny that you mentioned the prices of eggs going up. I'm just starting to sell my eggs and I'm hoping this will give me a little boost. I hope that will all the avian flu going around all the backyard flocks stay safe. I wish all places were more open to backyard flock.
