Good idea. If it was me, I would worry about shaving catching fire. That's just me. Before using it unsupervised in coop, try putting a feather duster under it, then cover it with shaving hay towel etc.... and see how hot it gets.
Follow up scientific method proof of safety.

The 25Watt brooder is for all intents and purposes, a glorified heating pad for a baby. I sat the brooder on the cold tile floor which was an avg 59.5-60.7°F across most of the room before I started the experiment. 1st step was 13+ hours untouched & piled a bunch of towels and shoes on top to compress it down.
These two images show the level of thermal safety. Shoot I don't even see a fear of the eggs 'sweating' from the heat.
The tile was at most 80° in 2 spots but, this images shows a max of just over 77°F IMG_20210214_213602134~2.jpg

This is the underside reading that was touching the tile floor (it's backside was much cooler then this side was)

So I feel very safe with the idea of placing this under a good 1.5"-2" layer of pine shaving for the Momma and eggs to sit on during the rest of this cold snap....
I seriously doubt the pine shavings will get much above the 60° mark given the air temps in the coop with this severe winter storm....
 
Despite having prepared for this, the heat lamp in the well house just can't keep it warm enough...the pipes are froze. :(

This evening ~8PM the water PSI in kitchen sink dropped to a trickle in 2.3 seconds..... /Note slight sarcasm

After we checked on chickens water and food then we used the laser prob's on the water tanks and lines in wellhouse..... Yeah. Epic fail. Galvanized tanks were showing ~20°F. The little space heater had shut off for some unknown reason.

X- Turned off pump breaker
X- repositioned and powered up 2 little space heaters
X- repositioned a few pieces of styrofoam

/Kicks self a few times

I had made plans in jan-march '20 to build the new and improved wellhouse....
Then covid happened....
/Lowers head

As cold as it is going to be for the next 48 hours; I don't suspect the water will be flowing into this house. Unless... /Fingers crossed & goes to look at current radar and stat's....

It's not expected to get above freezing here for another week....guess I'll have to get some bottle water for my birds. :th
