I'm not sure. Blue birds can have a lot of variation.

Solid Blue. He has darker spots because that's his adult feathering coming in, giving him that sort of splashy look right now. Blue on males has darker patches in the hackles, shoulders, and saddle area at full maturity. Here is a picture of an adult Blue Cochin male off of google as an example:

Thanks for this info! I'm trying to learn as much as I can. There are so many deceived and/or ill-advised out there...I don't wanna be like that.
