This pen is about 10x15 feet but they aren't using the space. They don't have any toys so they just lay there. Maybe they're more active in the afternoons and mornings but I doubt it.

I used to do this with my long haired cat, for years. Then one day I knicked him. Nope, don’t recommend it at all, it’s too stressful. However, if you are able to put a comb between his skin and the scissors, well take your chances, but please be extremely careful.
Thank you for the warning: I am always very careful and I only do this with my calm rabbit. My other one I sometime have to cut mats from his mane since he's a lionhead, but it isn't often. It's just that my one rabbit gets pee stains on her butt, so I try to keep it clean for health purposes besides that it's just gross lol. But yes, I am always very very careful, and always make sure to go slowly, watch where I cut, and wait for the rabbit to be totally still and calm. I only do it if it really needs it, but otherwise leave it alone.

He's gonna loose trust but seems like a one time thing if grooming is maintained so I'll try.
Yeah, sometimes it's so hard to keep that balance of trust tut also having to break it sometimes. Maybe try rewarding him with a treat when he sits on your lap, before or after? It could be if he associates your lap with a treat or some pets, he may come to enjoy it.
 
I went to the place with the rabbits yesterday..

There was one large rabbit in a little cage with no hay or toys, on a little water bottle, and it was very dirty. There was only a bit of bedding too. The sign said his owner surrendered him but pays monthly for his care. Not sure what the money was going to though..

And there were three rabbits in a pen outside in the petting zoo area but no one could pet them. It was covered but not at all predator proof. There are lots of animals around there that could easily kill them if they wanted to. Also no hay or toys. There was one wooden rectangular box that two of them were in. I guess it's supposed to be a hidey house? The lid was open though. They had two water bottles, one of which was halfway under dirty bedding and the other was nearly empty. There was a large water bowl but it was very dirty. This pen also had little bedding that was dirty. They could probably dig their way out.

Hmm... On one hand, I know they are a big business with a lot of animals, so it may be they do not take the time or unable to give them top notch care. With a lot of animals, it's hard to keep water constantly clean in every pen as well as bedding, so for my own personal opinion, I have to give them that... Although if they allow you to help, I think that would be wonderful, since the rabbits would probably love better care! Did you ask about if you are allowed to implement some of your ideas? That'd be great if you could.

Also, did you ask at all about feeding schedules or where they go at night? It could very likely be they are given hay, but only at certain times, and maybe are put somewhere or covered so as to be protected from predators. I don't know. Not trying to defend them, just saying, there's a ton of information I don't know here. Either way, I hope you can help them out! :)
