Looks like a broken pin feather.
If still bleeding, try to stop the bleeding with some cornstarch. If that works, great. But it can start to bleed again. If it does, you'll want to remove the feather.
I've never had to remove a feather, but should be able to do it with tweezers and pull close to the skin in the direction it is growing. Or call your vet and let them do it (and show you how). I imagine it would hurt the bird a bit to pull the feather.
