Some people groom them by helping to pick the shafts off. I believe it was @oldhenlikesdogs who educated me about this. Have fun with your birdies!
I agree with you, it looks like new feathers growing in. The sheath will break down and leave flakes on the feathers. If they are on the wings they should be able to groom them off when they are done growing. I do assist when it's on the crests because they can't groom their own heads, and it can draw in pecking from other birds.
 
NEW EMERGENCY:

Please help my poor BPR. She broke her beak yesterday I have no idea how it happened. I found no blood anywhere in the coop or run. I let my flock of 6 out for maybe a half hour while cleaning the coop to free range they didn't go more than 10 yards from the coop the entire time. She was one of my favorite birds and I feel terrible for her I know a chickens beak is vital to how it survives and I'm not sure what to do for her, how to handle this, or if she is really even going to be able to eat or drink. I put soft canned pumpkin in the coop today for her as well as a different type of waterier. Please take a good look at the picture (pretty much entire beak gone, NO BLOOD) let me know anything I should do first aid wise, and any other information I might find helpful. Is this common? Should I take her to a vet? Will the beak regenerate at all? Will she be able to survive? How badly will this affect her quality of life? How does this happen my BO looks to have a small crack in her beak also and I'm scared this is going to happen again? Could she have pecked the glass window in the background of the picture hare enough to break it? Thank you everyone I appreciate the help just feel bad for my bird want to take care of her and don't want this to happen to my others, this is my first flock.

It looks like it was chewed or ripped off. Something might have grabbed her through the fence, is that possible, just a theory.

It may or may not regrow, I think it will given time. You will have to provide a wet mash for her to eat until or unless she seems to be eating fine.

I hope it will grow back. you must put feed in a deep dish so that she can take it. as she has difficulty to drink too give her wet mash.

Dog got loose and attacked coop. My gander whom I keep outside of the coop for defense did great job but unfortunately suffered a lot of bites. The worst thing is that flies laid eggs on the wounds as I only arrived a few hours later . I cleaned them up as best as I could with running water and povidone , what else should I do? Would sea water help with the flies? Peroxide?

@Japetus Keep watch on the wounds to make sure you don't get any maggots that may hatch. Flushing like you have will help. You can use the povidone or an epsom salts solution when flushing to help with wound healing/cleaning. If you see any maggots, pick them out with tweezers if necessary. To help keep flies at bay, you can use something like Swat fly repellent around the wound, house your bird indoors in a sheltered area or sometimes a fan will help move the air to make it harder for insects to land.

If you have vet care that would be best.
Take a look inside the beak to make sure there is no food/debris obstructing the airway.

It's hard to know what is causing the gasping - crop issues, organ failure, choking on foods, reproductive issues and respiratory illness are a few things that come to mind. Did you notice any symptoms before the gasping - lethargy, mucous from the nostrils, not laying eggs, full/sour crop, etc.?
