Usually the first time, they issue a warning, and let him know that the next time, there will be a hefty fine. Here, the fine is $500.00. If it happens again, they will pick up the dog. Your neighbor will have to pay an even higher fine, if he wants to get it back. Your neighbor will either get tired of the fines, surrender the dog, or take measures to keep it on their own property.
