Here's a vote for explaining your problem with LAWS AND ORDINANCES that might prevent you from keeping chickens, or getting them in the first place, without bringing politics and rants about the government into the discussion.

This is one of the few places online where I feel comfortable about not dealing with that sort of thing and can just concentrate on reading the stories to see if I can help.

In 1992, the town also said that chickens are not allowed on residential property:

(1) As used in this Article "domesticated animal" shall include but not be limited to horses, goats, sheep, swine, cattle,
poultry, fowl, and furbearing animals but excluding household pets.

(2) No domesticated animal shall be allowed in any dwelling house or any part thereof within the Township of Monroe.

But, further in, the town says that up to 32 chickens per acre are allowed for "home agriculture":

It is recommended that for home agriculture, not more than 32 bird units be allowed on any one-acre lot and no more than 32 bird units for each additional acre, up to three acres — a total of 96 bird units.

It's possible that you misunderstood the ordinance when you first read it (I certainly might have). At this point, if it were happening to me, I would try my best to make the case that, in 2011, there are more households in the country with chickens as pets than ever before, so chickens should count as "other birds or animals usually kept as household pets". Even airlines that allow animals in carriers in the cabins now allow chickens in pet carriers onboard. I do not believe they did in 1992, and this is evidence of change in what's considered "normal" today.

There are a number of airlines that specifically do not allow chickens, but will carry parrots. And some that will not allow any birds. Used to be more that allowed chickens than do now.
