None will naturally lay in the winter. Quail are seasonal layers and breeders. To make your bobs lay in the winter you will have to give them artificial light, and possibly make it a little bit warmer to get them going again. Fertility will not be as good though.

I have a heat lamp in a wooden hutch, but they STILL arent laying.

Do they go in the hutch or do they stay in their run?

When it is under 10 they go in their hutch, otherwise they are outside.
When the Jumbo's were in the garage, THEN they layed, but they STUNK!!

If they are in their run without light they won't lay. I would string up some christmas lights in the run.

You can get your christmas decorating done plus have birds laying. Fertility will be bad though.
