Silver, don't give up on herb growing yet. Just give up trying to grow them in the ground. Our soil here is what they call 'ridge' soil. Pretty poor quality with about 4-6 inches of top soil on top of thick goopy clay. I've tried to grow herbs in the soil and they just don't do well.
But when I switched to pots and bought potting soil BINGO! Get larger sized pots fill them with top soil or potting soil and then give growing herbs in pots a try. I set mine on our back porch where there is a roof over it but set them near the edge of the deck where they get indirect northern and some eastern light. They do fantastic with regular watering and fertilizing. In late summer I set them on our open deck once the sun is quite as intense.
I've had a few fails but rosemary, dill and basil do fantastic for me. I won't grow herbs any other way.
