Yes, there are miniature horses that are service animals; there was one I "followed" that had a blog a few years ago. Amazing animal. Most aren't nearly as talented as she, but they can help some with mobility issues (one online mini tack shop used to sell a harness with a handle for this purpose) Of course, horses are usually flight animals (not the airplane kind of flight) so it takes a very special horse and a lot of training.
