Those are yellow jackets. Honey Bees aren't that heavily striped, they are fuzzier and they don't swarm on apples like that.

But it could be young carpenter bees? I will put out some nectar for them outside the run to try to get them away from the chickens....
 
I agree with Hagar. Those look just like the wasps in my area. We have a couple kinds of bees around here but the carpenters are almost black with thin yellow/white bands and very fat looking.
