Well he could be prize winning, they judge the bird not the egg color at most shows right?

I imagine he has similar brown egg genetics to his (sister?) that you picked him up with which would explain the color.

The hen that lays a green egg is a good candidate for a producing a nice OE when crossed back to a brown egg/straight comb cockerel. You should be able to select out at hatch which chicks carry the blue egg gene based on the pea comb now that you know she inherited 1 pea comb/blue egg combo together. Even with supposed 'pure' stock you never truly know how well someone kept track of their variables/breeding.

He is a he!! At 3.5 weeks he has started to crow, well kinda crow. It sounded more like a height pitch screech

Yep, no mistaking that! The comb development also makes it very apparent. He is an early maturing boy. I am going on 9 weeks old and neither of my two boys are crowing yet, in the past they often have by now but I am not complaining...
 

My dark green is from a Black copper maran and a Blue Isbar cross.

. I miss my Olive Egger, she was a great egg layer, rarely missed 1 day out of the month. I hope the OE hens I have growing out will be close to that kind of production, but I doubt it.

The pullets/cockerels that are different shades of brown are the future hopefully Olive Eggers. They hatched from the same hen that produced my previous OE. The cockerel in the front is my favorite color roo by far, I don't think the picture does him justice. He is buff/barred almost a lemon color with what looks to me colombian pattern black. I don't plan to breed him but hopefully he will find a good home rather than be my dinner, we will see.

My current roo is 5 months old. I will have to rehome, because the development decided after I had roosters for 20 years to not allow them althought we live in the country, and have almost 2 acres.

That is all sorts of messed up! Is it under an HOA? I specifically bought my home in Shoreline because on the west coast around Seattle it is one of two cities that allowed roosters. After I moved in the City Council changed the rule. I haven't had any issues yet but I also have taken some precautions of letting the rooster out of the shed after 9 am so the 4 AM crows are barely audible. I haven't seen any difference in the actual law so maybe it wasn't officially written into law?

Can you imagine if out of no where a city decided that you couldn't own a dog after having him or her in your family for years? It's easy to legislate against the minority owner but they should think about what would happened if they banned a more popular pet.
