I don't think that's a great idea, you'd probably end up with a deformed or stunted chick if by some miracle it developed.
 
It happens. If it worked he could have a "mini me" quail

Just a few months ago I had the same experience. Funny; I put that tiny egg in the incubator with the larger ones also, just to see what would happen. It didn't hatch, but I enjoyed seeing such a small egg and showing it to friends.
 
We just had this happen too. That is my 7yo's hand holding the tiny one and me holding the coturnix ones for comparison.

nothing to worry about, they will be normal sizes after 2 to 3 days. mine are laying normal size eggs again.
