I cannot find a good picture reference of it... but as i understand it: When Taekwondo was being formed, Korea was escaping Japan, thus they didn't want their sidekick to look 'Japanese'. So they changed it from chambered at the knee, to chambered at the chest.Oooooh...okay. Gotcha! Yeah...we did that all the time.
It's more powerful this way, but the other style is much better for sparring.
