Yes, it looks like a Welsummer, but sorry to say, it also looks like a cockerel. :(

It is frustrating how camera flash tends to wash out the color of the eggs. I have a heck of a time with that myself. I love the speckles, and that's a darn fine egg.
 
From this angle does look like a roo. If I could get a better look at the side of it's head around the eyes might could tell for sure.

I have read in several Welsummer history articles that they may have originally been feather footed and that trait has been bred out of them now but it still shows up from time to time with the feather stubs we see. But yes the SOP for Welsummer is clean legs and feet (no stubs). I have had a few with feather stubs and I do not keep those in my breeding pens. It's a shame really though. I have a Welsummer hen that has some feather stubs and she lays the most beautiful glossy dark eggs. She's not in my breeding pen though. Looks more like a Maran egg to me.

I think some breeder down the line crossed Marans with their Welsummers in an effort to darken egg color.
