I agree with chseeads.
It looks like that kind of bird. Especially a girl if it's laying eggs..

But it also looks soooo much like a young snipe rooster. Snipe roosters have 4 combs though. I thought at first it was just a juvanile...


But getting in trouble. Yeah. You can if you release an invasive/non-native species almost anywhere in the United States.
You need to keep it and pet it and get more chickens and pheasants like us!

I would feed it, give it a small cozy house or something, or a low roost, and try to see where it goes at night. Maybe you could catch it at night so it doesnt leave. Do pheasents like houses?? LOL I dont know, I am thinking out loud.
 
I know there is such thing as a pheasant x chicken hybrid.. do you think it could be a Barred Rock x pheasant hybrid? Just a thought...
 
You won't REALLY get in trouble, not having purposefully released a nonnative species into the wild... but if you do, print out this thread and show it to the game warden, and he or she will be way too busy laughing to give you a ticket.
