There's a wolf where?

I have known quite a few people in NC that have kept wolf hybrids. I think you need a permit for 50% or more. I do know several people who have purebred wolves. None of these owners tie their animals out or even kennel them out, they are all kept as family members both inside and outside.

One gentleman down the street had a female I watched grow up. She was beautiful and so friendly. Her owner moved and bought some land to start a Wolf Rescue. Most of the people I know who have them are very responsible owners, I do know a few who have them just to sell the puppies for $$$.

My opinion is you need to contact your local animal control officer. Let him/her know about the situation. If all else fails you could just file a noise complaint and hope that it would lead to rehoming. As for the farmer, I don't think he'll have to worry about one lonely pet wolf taking out his herd of cattle.

Just talk to animal control and let them know about the conditions, that you think it is a wolf or wolf hybrid, and about the howling. See if animal control can do anything about it.
