it is turning off and on now. The problem is the big tempeture swings. I will go to like 105 then go to 88. I have thermostat next to the light.
 
I have a single pole water heater thermostat that I got at Home Depot. With a 25 watt bulb I was getting as low as 95 and as high as 108, but when I tested internal temp with medical thermometer and modeling clay I was getting a temp of 93. I put in a 34w(whatever happend to 40w bulbs?) bulb and now my low temp is 99 and high is 106. My internal temp stays between 99.5 and 99.9.

The higher wattage you go the faster the stat heats up and cuts out. It will cool at the same rate no matter the size of the bulb. This way it cycles more and faster, but you must be careful the eggs are not close to the bulb, that will cause uneven heating.
