I think I'd be getting rid of that dog door - ANYTHING can come in there including rabid animals. Seems scarry to think that some dog could come in while you are asleep, and go to your bed instead of the chicks in the basement. Visions of an unpredictable CUJO lurking over you? Or rabid racoon?
 
I apologize for my post sounding like I was totally trashing landlords (and renters). There are good and bad on both sides. I guess I was referring to the stereotypical bad apples for each side.

Don't know how the dogs got back to their home, but I would have called the neighbors to *come get the dogs* so they see first-hand what they did, and they have to go to the trouble and face-to-face embarrassment of getting them. That usually puts a stop to the "I know my dog didn't do that..." excuse.

Many dog doors have locking mechanisms that you could lock at night. You may want your dogs to have free movement in and out, but until the issue is resolved, you can work around it. If not, you might do as someone else I know did - drill a hole on one side of the flap into the frame, and a hole on the opposite side of the door, opposite edge of the frame (inside-left, outside-right, for example). Then at night insert a long screw into each hole, preventing flap movement.

Also, as a landlord myself, I would appreciate knowing the tenants' dogs were getting out and going into someone else's house. As property owner, I can be held legally liable as well if something bad happens.

First time, you can be polite and don't have to make a big issue of this, just be matter-of-fact and firm. I don't think anyone will question your concerns over the fact that the dogs WERE IN YOUR HOUSE IN THE MIDDLE OF THE NIGHT.

To be honest, if I had to live next to two dogs that slashed their way through a fence, then proceeded to get into my house, I'd be deeply deeply terrified.

I don't care if it's 6 months old, or what it's training was, or anything. Holy freaking Cujo!

I do have to admit that I am biased because I was the survivor of a dog attack when I was very small. But I do have a point when I say that people give dogs WAY too much slack. "Oh but it's never tried to bite me or my family. Oh but it's only a puppy. Oh but it was just startled" Trust me, we heard all of that, and it didn't make me any less mauled as a 7 year old child.

Every time an owner has it's dog off of a leash, and it comes charging at me, it's a nightmare. I know everyone loves their dog and thinks it's the best thing ever, but you are still responsible for controlling it, and for understanding that not everyone enjoys having a 60 pound unfamiliar animal rushing them in a public area. Or in this case, invading their home.

I'd make it very clear that this was a one-time event to your neighbor, and the next time it happens, drop off the animals at the local humane society. The animals themselves deserve responsible and caring owners at the very least. Hopefully they'll be adopted by better owners.
 
I am HAPPY to report that everything here has calmed down. The neighbors behind us have really been avoiding us...I am actually wondering if the mom has left the dad cause I haven't really seen them together and her car is always gone....They have fought a lot before...They fixed their side of the fence and I RARELY see or hear their dogs out in the back yard...which isn't really good, cause dogs need to be dogs and enjoy being outside....Another reason why I think they might have split is because I don't see their girls in the back either. The neighbor to our left actually saw the dog go into our house and they have extra electric wire (for horses) that we can use if we want it, but so far so good. They know we won't tolerate another incident like this so they are being very careful. GOOD! Makes me feel better about our safety and we got a new dog door that will only allow our dogs to get in with a thing on their collar! Thanks everyone for all your help!
