If she is... no, if you have the gut feeling that her toes are rolled in permanently, go with a sandal. If it looks more like temporary stiffness, wait some time.
Daisy had her toes curled up too when she arrived, but they weren't stiff at all. Can you unfold her toes without much resistance and no obvious discomfort? If yes, wait. She may need to find her foot.
she does let me unfold her foot and it does not seem to hurt her. I will check her out better when my husband gets home and I can really check our out well. She does not want to be away from her sisters right now.

I am very much in love with them already. I hope little girly will be ok. My husband is going to help me make her wittle waddle shoe just in case. I know she can't really have water time so much right now but I am going to start soaking in warm water PDQ because I think that could help her too.

They can have water time! - If the water is lukewarm and their QuackeMama is supervising them. In nature ducklings are in the water their very first day. And you are right: Water time will help curly girly.

I shall now go clean up duck poop to get rid of this fever
I just got back in from the duck house: There's no better cure for duckling fever than the smell of fresh duck poop! :lau
