Call about the carport, call about any possible nuisance and say that you are bothered by ____(whatever). If they are working outside and have music playing, it disturbs you; if they are mowing the lawn, it is too early, or too late, or woke you from your nap. If they have a party, it is too loud. If they have even one weed, it is obviously noxious. Etc.
