It's a bug in the question. It takes me aback sometimes and I wonder if it was directed at me or they're just answering the question; 'Things you wish you could say.' (And I'm too old to care what others think anymore. ) I would just assume it's for others and go with it. IMHO.

If the person is driving at normal speed in the rain, I agree.

If the person is driving much slower than the usual speed for that road, the flashers probably are appropriate, regardless of whether the slow speed is because of rain or something else.

Going too slow is just as much of a traffic hazard as going too fast. If you have a mechanical problem, pull over and call for help. If you feel unsafe going with the speed of traffic, find a lower speed back road to use or pull off and call for help.

Second one is my #1 rule on the road, always assume they're all idiots. "Did ya get your license from the Cracker Jacks box?! "

This is true. There are reasons I avoid driving in really bad conditions.
