I read over and over here and elsewhere that quail will just drop their eggs anywhere in their cage. That may be the case with quail that are kept on wire bottom cages. It is not the experience that I have had. My Coturnix (remember, they have 16 square feet for a covey of 4 birds) have a basket in the corner for their nest. The only time they lay an egg outside of that basket is if I have just given them a big fresh pile of long dried grass. In that case, they'll lay in the dried grass pile for a day or two before going back to their basket. I line the basket with either dry grass or wood chips -- doesn't matter which. They'll even lay there with no lining at all in it. Note: My quail are not in a wire bottom cage. I've kept them on wood chips in the past. They are now on pine pellets for bedding.
