This is two different issues. Define the issue you choose to deal with. Is it about the city NOT enforcing current code or you just wanting to chang it?
I think you should pursue the enforcing of the current code concerning the deck with no railing, then procede to legally change the code for chicken owners BEFORE you move chickens into town.
You should run for city council!
