Thoughts on breed and sex? These guys are 3-ish weeks old, they were the only two frizzles in a tub marked "silkie bantam"..... but they are the same size right now as my 3 week old silver laced wyandotte.

They look more like frizzled cochins or something like that (if you hadn't said they were the same size as your wyandottes I'd have said cochin bantams). Silkies would have black skin, 5 toes, walnut comb (not single like these guys) and I don't think they can be 'frizzled' but they can be 'sizzles' (silkie crossed with a frizzled bantam cochin). But either way it looks like you have a pair.

Yes, the fact that he's showing pink wattles at 3 weeks of age is the best indicator.
