Time to Cull?

I have a 14-wk old pullet who was showing signs of a swollen side of her head and swollen roof of her mouth. After a week of Duramycin @ 800 mg concentration (3/4 tsp/qt) the swelling on the side of her head has gone down, but her eye continues to goopy and gets crusted over with feed when she eats. Her upper beak seems to have curled down to compensate for the swelling that keeps her beak from closing.
She seems to have difficulty eating due to her mouth being swollen. I have to clean the crust from her eye daily and wonder if her mouth will ever return to normal.

Will she ever return to normal or should I get it over with and cull?

Ifyou're careful not to hit blood you could probably file the beak so she can close her mouth. If the swelling is going down and she's acting better I think she could pull through, it just might take awhile.
