too cold for hatching?

I was wondering if eggs would hatch if they were layed in 20 degree weaher I also have the same question about my couturnix quail.

It would depend on how quickly they were collected. If you collect as soon as they're laid when they're still warm, there is no reason they wouldn't hatch. If you let them sit there long enough to freeze, they won't.
