Too small?

I have 8 Easter Egger hens. They are 23 weeks old, but they seem very small to me. My sister said that may just be because we raised them ourselves and look at them while visualizing their sizes as a chick. But what do you guys think, just right? Are they maturing too slow?

Keep in mind EEs don't really have any standard. I've had one that was big as the other chickens I have, but my current 2 are both "streamlined." Whatever is in their genetic makeup makes them smaller and more slender and lighter, but that's "normal" for them.
