The best place to take a dust bath is somewhere that is dusty. I think the birds are looking for the right texture and don't really care what it's made of. Dry and fine grain seems to be requisite.

Maybe on the dry part. Mine run to take a bath whenever I add water to it. They will bathe there when it is dryish or bone dry too, though.
