Well, you could ship the extra chicks to your state agriculture committees in your legislature along with a note about how you don't want to have to buy 6 chicks... and ask them to change the law. If a few arrived dead perhaps it would highlight why it is a stupid law. (Not seriously suggesting this.)
Perhaps, since it's Easter-time and small fuzzy stuffed animal chicks are in plentiful supply for not much, you cold send them instead--and make the comment about how you substituted the fake animals instead of the real ones--because YOU were being responsible, unlike the law requiring minimum purchase of 6, which could easily relegate the extra, unwanted one into abandoned ones. That many backyard flocks are built one individual bird at a time.
If there are rescue groups that adobt abandoned chicks or ducks--dump them there, with the appropriate note and a bag of feed.
