Treating Lice in Pakistan

Permethrin 0.25-0.5 % is usually used to treat lice and mites. This product says it is 1%, probably a little strong, but it could be diluted in half.

But what would be used with a powder? Flour? Dirt? I'd be weary to try anything like baking powder or baking soda as you never know what reaction that could have with other ingredients. Do you know of anything?
