Troubleshoot my maggot bucket

I need some maggot bucket troubleshooting, please.

The maggots don't know how to burrow downwards; instead, they're migrating to the top of the bucket and my chickens don't catch any yummy maggotness unless they're perched on top of said bucket.

The maggots are also really tiny so my chickens seem to not notice them very readily.

Do you have holes in the sides as well as the bottom?
Not filling it high will help them fall out the holes better, as well.
