It sounds like pasty butt. You're gonna wanna take a warm damp washcloth and start gently wiping it. If you rip it off it could hurt the chick. It will take a couple if minutes, but it will start softening.

I wouldn't know...that'd me my guess though! Try soaking it in warm water and if it doesn't slide off then we know it's something else.
