Turkey is acting strange , would like your help

PeeWee our turkey has been doint this everyday now at around 7 in the evening :
she walks over to the clothes line and stands still for AGES and then when you walk near her she bends her legs and spreads her wings out ... but won't move....
Yesterday i found a nest of 7 eggs in the most randomest place yet, she had been laying in a bush right beside the road .. mum said she was only laying every second day , just looks like she has a new nest

Oh and ... her little thing under her beack ... the floppy skin is much redder

Yes if she is laying she will go broody even if they are not fertilized. I have a hen that went broody this spring and I swapped her unfertilized eggs for some fertile chicken eggs. She is now the proud momma of 13 chicks!!
