Turkey poults are notoriously stupid. They will often starve to death in front of a full feeder. They need to be taught how to eat and drink, several times until they get the hang of it and you observe them actually swallowing food and water. A lot of people hatch chicks a few days before turkeys to be little "trainers" and teach the turkeys to eat. If you don't have any chicks, try putting their beaks slightly in the water; covering the floor with gamebird/turkey starter (has to be at least 28% protein for turkeys - you could try adding crumbled boiled egg if your protein is a little low - but you do need to get the right feed eventually), and tapping at the floor. Marbles in the water and foil under the crumb should help as they will peck at anything shiny.
