Tylan powder requires a prescription

I've found it nearly impossible to find tylan. I was able to find the liquid on Amazon. Everywhere I look for the powder, a prescription is required. What's up with that? Anyone else having this problem?

The FDA made most oral antibiotics prescription several years ago due to overuse causing antibiotic resistance. A few pigeon sites have it. Dosage is 1 tsp per gallon of water for 3-5 days.
