Here are some answers:

Merriam-Webster Dictionary-
1 : an American Indian of North America or South America
2 : a native or inhabitant of North America or South America
3 : a citizen of the United States
4 : american english

Notice that definition number 3 is "a citizen of the United States" so it is not disregarded as a definition, because the term has been used in this way for so long. The terms in this dictionary entry are listed in order, I believe, because definition number one is, in fact, the original definition used in the 1500s. Notice, too, that number 4 is acceptable as a definition, but it hardly makes sense. After all, who says "I speak American?"

Oh and today believe it or not I called the school again because the boy with the flag had it drapped around him like a Superman cape. Yes boys can be silly, but they have to learn that the raising and lowering of the flag is a ceremony and not playtime.

OK what I dont understand is why the children were not supervised while doing this?..I remember it was a great honor in school if you were chosen that week to assist the principal in raising and lowering the flag each morning and after school ended

Our town is so small there is no ROTC. The kids were trained in a one day seminar by the local veterans group. But an adult is not out there every day to supervise. That is why I do let them know when the kids aren't taking their responsibility seriously.

One more quick story. Our town lines the streets with the flag on holidays. The last holiday there was a flag down. I picked it up, shook it off, and replaced. Luckily I was around when the flags were picked up. So I was able to let the lady know that the stand the flag went in needed fixing. They said thanks, they'd take care of it.
 
Yeah, specific terminology can create misunderstandings quite easily. I'm not so sure I know where the word "epidemic" fits when it comes to autism, either. I guess, for the people who consider it plague-like or who label it, unfortunately, as a disease, which it's not, that term makes sense, but I have a different understanding of myself and others who have autism.
 
Although groups such as the Boy Scouts of America and the Veterans of Foreign Wars may have ceremonies for disposing of flags there is not a specific ceremony.

The U.S. Code states
"The flag, when it is in such condition that it is no longer a fitting emblem for display, should be destroyed in a dignified way, preferably by burning."
