Unfinished molting with bald spots

2 of my hens never finished molting and have bald spots where tail feathers come out. Hens are currently laying and do not have mites. They are eating and drinking normally. They free range during the day. Have access to regular water inside and outside the coop. Along with food they have access to oyster shell. I put peck-no-more on the spots tonight. Attached are pictures of them. Picture were taken earlier prior to putting lotion on spots tonight. Local feed store has Vetericyn plus antimicrobial spray for healing and skin repair. Let me know what you think.

One of my 3 girls has the identical problem… went thru molt but hasn’t grown back in same spot as yours.
 
I had a 2 year old chicken named Sophia that never molted out her first molt of feathers. I took her to a very good avian vet who researched incomplete molting and she found that an overdose of levothyroxine induced molting in penguins. She gave Sophia the treatment based on her weight and, lo and behold, she grew back brand new healthy plumage. My vet cautioned me that she might develop neurological issues during treatment, which she did, and I that I would have to stop if that occurred, but there were no ill effects after that. She never had molting problems again.
