Unusual egg with dried 'skin' on outside?

This is the egg once washed. A fair bit could be scratched off, but not all.

If the chicken is over producing the bloom - is this a problem? and if so, suggested action?

Hard to say what it was...if just a one off, no worries, funky eggs happen.
Some hens just normally have more bloom than others....shouldn't be a problem.
If it was a membrane, and it happens frequently, there may be reason for concern.
