Do you have a thermometer? Put one or two or even three around the brooder. It sure sounds to me like you’re roasting those poor things but what do I know.

What is temp in hot and cold spots in your brooder?

Sometimes they are way off.

I’m very confident it is at least within a few degrees . I can move my hand to the cooler side and it noticeably gets much cooler.

What kind of material is the brooder made of?

I would let them be having least amount of stress as possible, poultry nutri-drench is the best I have seen for giving stressed hatchlings a boost and get them going. I know it's hard to not be stressing them with the pasty butt having to clean them but stress them as little as possible.

How long can you leave your hand under the bulb?

Under the bulb itself tried it and 1 minute without discomfort - infront of wire cage as long as need be
