I agree and would wait and see what the fellow you talk to provides you with, then if you need to, go to the next level. I have had issues in the past but did end up moving but we were planning on a move anyway. I would move your coops as far as possible. Put electric wires up around your coops and pens. You can put them on a timer so they can be off during the day and on at night so you can get some rest. I used to have mine on a timer until the timer eventually died so now I just leave them on and remember to turn them off when I'm out working around my coops. Also even if someone would touch the wires they're not going to kill anyone or anything but will certainly make them aware they are there and not to touch. My fence charger does make a quite loud clicking sound so I can tell when it's on. Nothing has gotten past my electric wires. Good luck...

So is this in a booklet or book provided to you?
A picture they sent you of a book?

I would want to lay hands on that (very old looking) book "to better familiarize myself with all the rules and regulations relating to animals in the village".

Time to really get digging for any newer version that may nullify or contradict that one.

I guess my neighbor is just an angry asshole all the time. Both of them. The mayors wife, who is friends with my mom, told me he’s just always been angry.
 
It is important to know if dogs are allowed to roam unleashed since the angry guy seems to allow that.

As to laying hands on the book...
I think it's important to know when that rule went into place, when that book was printed and if it has other sections that contradict that particular section.

(In my professional opinion)

Talk about an incredibly poorly written statute. When as and if the Village gets around to rewriting their Code, that's in need of an update. Based on my look at your map, there can't be but a literal handful (five or fewer) properties where that is possible.

And for others asking, that ordinance went into effect in 1972. I found nothing in the modern (online) code which contradicts it, and at least in 2004, the zoning boards and counsel were aware of it. Dogs are covered in the online Code. Cats too. Livestock get nary a mention, except early on in the definitions.
