We are on Day 28 and I have a Rouen duckling that pipped this afternoon on the wrong end of the shell. There is a lot of peeping coming from inside...what do I do?!

I'm sorry, I'm just seeing this.
Pipping outside of the air cell is usually ok, they can still hatch just fine.
The kicker to being outside the air cell is they have skipped the step of breathing the air cell air, so it may take longer for it to hatch. Please be patient. Watch the membrane for any darkening... turning brown "could" mean its getting stuck. Otherwise it should stay white, to gray-ish wet looking white, the light tan.
The pips look fine. So just hang in there. :fl

@WVduckchick - Thank you! This is helpful. We do have some that look dark brown. What should we do?

If they haven't hatched after 24 hrs, you may want to assist. I'd get a wet paper towel and wrap the egg up and peel back on the shell a little so it can breathe better. The upside down chick probably can't get in position to unzip. Look up on the learning center about assisting. So happy you have your first duckling!

Duckling can take 36 to even 48 hours to hatch. Much longer than chickens.
and do Not wrap in a wet paper towel.
