Urgent HELP PLEASE!

Are you using barley hay? This may be a long shot, but it is being used in ponds to control algae. They way it works is that is does release chlorine, which kills the algae. This process usually takes about 3 weeks to start. I wonder if perhaps wet barley hay has been used, stayed damp, and started to release the chlorine which then may have burned the feet. As I've said this may be a long shot.

Okay, if it was a fungus and not a burn (looks like a burn to me too), is it possible to soak their feet in Listerine like people can do for fungus? Just throwing it out there because I am not sure of it.
 
Given them some brewer's yeast tablets sprinkled on their food.

Tweak's feet looked like that and even had some tiny pin holes in the webbing when I got him from CityChicker. She had that issue while feeding her ducks flock raiser. We think it was not enough niacin. Once I got him to my place and started adding brewer's yeast, it all cleared up in about 2 weeks.

Chick starter is also a bit low in niacin for ducks, so that could very well be the problem.
