When should it need food? It's still laying down unable to get up. Eyes closed. I think it hatched early today. If it perks up I think the hen will accept it.

If it's just hatched it'll be ok for up to about 2 days without eating or drinking. Have it available though in case it hatched earlier.
Is it going fluffy? That's a good sign its warm and dry enough.

It's still alive. Just laying there. I took the bra suggestion and it's peeping and looks a little fluffier. Still not up.. eyes closed..
