What are your opinions for using this stack storage bin from Home Depot for keeping Coturnix quails in? The storage bins can slide in and out for easy access.

Ventilation is certainly a huge issue, also consider access and maintenance, you’ll want a door that opens on the side otherwise every time you go in to water, feed, get eggs, get a bird etc the whole pen will fly out in your face if you open the top. You could make large window in 3/4 side, zip tie some 1/4” hardware cloth ‘screens’ to two sides, and on the third and largest make zip tie hinges on one side with some sort of clip closure on the other for a door. I use a tub for a brooder (3 square feet) but usually move chicks at a week or two of age into a bigger, wire sided set up because they start getting stinky and crowded fast, two to three birds is fine but more than half a dozen is too much for the space.
